About the job Clearlight Energy is seeking a highly organized and collaborative Procurement Specialist to lead compliance with the Inflation Reduction Act's Prevailing Wage and Apprenticeship (PWA) requirements across its renewable energy project portfolio. This role owns the operational execution of PWA compliance — from supplier onboarding and certified payroll collection, to recordkeeping, issue resolution, and coordination with internal and external stakeholders through tax filing. The successful candidate will build deep subject-matter expertise on the IRA's PWA provisions and become the company's go-to internal resource on day-to-day compliance execution. This is a highly cross-functional role.

The Company follows a hybrid work model, with employees in the office from Tuesday through Thursday. Location: Oakville, ON or Houston, TX.

Key Responsibilities Supplier & Contractor Compliance Management Onboard suppliers and contractors into Clearlight Energy's PWA compliance software system; train supplier payroll personnel on system use, data entry expectations, and reporting cadence Collect, review, and validate certified payroll records, apprenticeship documentation, and labor hour logs submitted by suppliers to ensure completeness and accuracy Track compliance status by project and by supplier; escalate deficiencies and drive resolution Serve as the primary point of contact for supplier payroll teams on PWA data submission questions

Internal Coordination Partner with Capital Projects, Development, and Construction teams to ensure PWA requirements are understood, scoped, and reflected in project execution plans from the outset Coordinate with Operations to capture covered work performed post-COD (repowering activities, alterations, or repairs subject to PWA obligations) Support the Procurement team in incorporating PWA flow-down obligations into RFPs, supplier qualifications, and contract templates Provide compliance data and documentation packages to external tax counsel and the Finance/Tax team in support of federal tax return filings and IRS audit readiness

Program Administration & Continuous Improvement Maintain organized, audit-ready records of all PWA compliance documentation across projects Track and monitor regulatory guidance from Treasury, IRS, and DOL on evolving PWA requirements; update internal processes accordingly Develop and refine internal procedures, checklists, and training materials to streamline compliance execution as the portfolio grows Report on compliance status, risks, and open items to procurement leadership on a defined cadence

Qualifications: 3+ years of experience in procurement, contract administration, construction administration, or supplier/vendor management. Bachelor's degree or an equivalent combination of education and relevant experience. Strong organizational skills with exceptional attention to detail and ability to manage multiple priorities. Proven ability to coordinate complex, multi stakeholder workflows and ensure timely follow through. Excellent communication and relationship management skills, with the ability to work across all levels of an organization. Ability to learn and apply technical regulatory requirements and compliance frameworks. Interest in becoming a subject matter expert in prevailing wage and apprenticeship compliance. Proficiency with Microsoft Office, including Excel, Outlook, and Teams, and ability to quickly learn new systems. Experience in renewable energy, utility scale construction, capital projects, EPC contractors, or field construction environments is an asset. Familiarity with IRA, Davis Bacon, certified payroll requirements, apprenticeship programs, construction compliance software, and ERP platforms such as Dynamics 365 or SAP is preferred.
