Job Profile Reporting to the City Solicitor, within the Legal Services Division of the Office of the City Manager Department, this position is responsible for the following duties:
What you will be doing Negotiates acquisition of land required for city purposes, including municipal infrastructure projects. Negotiates property sales, commercial, industrial and residential leases, easements, encroachments, and other property agreements. Expropriate land, as required, for municipal purposes. Oversee a range of due diligence investigations required to facilitate real property transactions. Undertakes site inspections in preparation for negotiations. Sets purchase and sale prices associated with corporate real estate transactions. Attend as required at open and closed sessions of City Council and Standing Committee meetings to present staff recommendations on property matters and respond to inquiries. Appears as a witness before various provincial Boards, Tribunals, and Hearings to present evidence in property/expropriation matters and residential tenant matters. Responsible for division budget preparation and control, including reporting on operating and capital budgets. Pursues continuous learning opportunities through participation in internal and external training courses and seminars. Actively pursues educational advancement through active involvement in relevant staff associations applicable to the work of the Section. Applies learned concepts to day-to-day work. Provides information, direction and technical support to professional service providers, including environmental and planning consultants, real property appraisers, surveyors, engineers, lawyers and government representatives, to facilitate real estate transactions. Formulates and refines departmental policies and procedures with respect to the Realty Services Section, including real estate policies. Ensures that sectional responsibilities are executed in accordance with Council policy, and applicable legislation. Ensures employees work in compliance with the Occupational Health and Safety Act, regulations, and Corporate Health and Safety Policies and Procedures, and takes every reasonable precaution to protect the workers. Other duties as may be required.
Education Undergraduate Degree – four (4) years’ or equivalent in Business Administration, Economics, Management or similar.
We are looking for these certifications Must have one of the following professional designations: Accredited Appraiser Canadian Institute (AACI), or Senior Member International Right-of-Way Association (SR/WA).
Experience and Knowledge Minimum (6) years of government experience providing a background in property acquisitions, sales negotiations, expropriation, appraisals, including knowledge of: The interpretation and application of relevant legislation, contracts, agreements and various engineering and survey plans Exercising tact, initiative, and resourcefulness to draft, negotiate, or amend agreements and contracts Experience involving budget administration, both operating and capital, including formulation of budgets, and monitoring of accounts Knowledge of processes employed in, and legislation applicable to, the investigation and remediation of contaminated properties (brownfield properties) Acquiring property utilizing the Expropriations Act Experience in providing guidance and direction to staff in the area of municipal real estate administration
We will ask you for these items if you are hired Proof of your current and valid certificate(s) and/or educational qualifications. Supervisor Health and Safety Awareness Training Certificate from the Ministry of Labour (may be obtained post offer)
Your compensation Annual salary range of $117,653 to $143,479 (Non-Union Employee Salary Grid, Grade 7). Comprehensive benefits package including extended health, dental, travel benefits; long term disability; accidental death and dismemberment and life insurance. Enrolment in Ontario Municipal Employees Retirement System (OMERS).
Hours of work Monday to Friday – 8:30 a.m. to 4:30 p.m. (35 hours per week)
