The Department of Housing, Addictions and Homelessness is seeking qualified candidates to fill three (3) District Manager positions with the Property Services Branch – two in Winnipeg and one in Portage La Prairie.
Manitoba Housing provides a wide range of subsidized housing across the province. We partner with other governments, community organizations, and private groups to create and maintain safe and affordable housing where people can thrive. Manitoba Housing offers options for those most in need, addressing housing insecurity and directly managing 12,037 units in 200 communities throughout Manitoba. Duties:
Reporting to the Senior Regional Director, the District Manager is responsible for the overall planning, delivery and administration of property management functions within an assigned District of the Social Housing portfolio. This position provides supervision, direction, and support to staff and leads the overall delivery and administration of property management functions in addition to requesting and coordinating the delivery of maintenance and minor capital projects within an assigned District of the Social Housing portfolio. The District Manager collaborates with Support Services Program Managers to support the coordinated delivery of tenant support services within the district, while ensuring compliance with government and departmental policies.

Qualifications:
Essential:

Demonstrated experience supervising and leading staff with positive outcomes, including coaching and mentoring employees, establishing work priorities and quality standards, and addressing performance and attendance issues
-
Managerial experience related to human resources including labour relations and preferably within a unionized environment
-
Demonstrated financial management experience, including responsibility for managing operating budgets, monitoring expenditures and revenues, supporting budget planning and forecasting, exercising financial controls, and allocating resources to priority operational needs
-
Experience in property and/or facility management, including responsibility for operational service delivery, coordination of maintenance or asset-related activities, regulatory compliance, and stakeholder engagement, or equivalent experience acquired in complex, asset intensive, or publicly regulated service delivery environments

Effective conflict resolution skills, exercised with professionalism, objectivity, and consistency

Demonstrated expertise in strategic planning, including the ability to prioritize competing demands and make consistent, well-reasoned decisions

Strong verbal communication skills including the ability to discuss matters with parties of differing backgrounds and interests
-
Strong written communication skills, with demonstrated ability to prepare clear, concise, and well-reasoned briefing notes, issue sheets, reports, presentations, and other materials for senior leadership and diverse stakeholders

Strong interpersonal skills with demonstrated ability to establish trust, as well as to develop and maintain working relationships with internal and external stakeholders
Desired:
- Post-secondary education (degree or diploma) would be considered an asset
- Demonstrated ability to interpret, apply, and ensure compliance with organizational policies and governing legislation, including experience interpreting legislation such as The Residential Tenancy Act, municipal by laws, and/or collective agreements in a complex, regulated environment
- Experience in tenant relations within a social housing or public housing environment, including working with vulnerable tenants, managing complex behaviours, and applying policies with consistency, fairness, and sensitivity

Must be able to travel within the province with occasional overnight stays as required

Must possess a valid Class 5F Manitoba Driver's License and have access to a personal vehicle to travel around the province, as necessary
