Career Opportunity Manager of Housing (Full-time Permanent)

General Description The Manager of Housing is responsible for the strategic leadership, administration, planning, and delivery of housing programs and services for Sipekne'katik. The Manager ensures that housing initiatives support the community's current and future housing needs while promoting safe, healthy, sustainable, and culturally appropriate housing opportunities for members. The Manager develops and implements housing policies, oversees housing allocation processes, manages housing assets and projects, supervises departmental staff, and ensures compliance with applicable legislation, funding agreements, organizational policies, and community priorities. The position works closely with community members, leadership, government agencies, funding organizations, and external partners to advance housing objectives and improve housing outcomes.
Key Responsibilities Housing Strategy and Planning - 40% Develop, implement, and evaluate long-term housing strategies and operational plans. Assess current and future housing needs through community engagement, data collection, and analysis. Manage opportunities for housing growth, repairs, renovations, infrastructure improvements, and new construction. Prepare recommendations to leadership regarding housing priorities and investments. Monitor emerging housing trends, legislation, and funding opportunities relevant to First Nation communities. Support the development of sustainable and culturally appropriate housing initiatives. Policy and Governance - 20% Develop, review, and update housing policies, procedures, and guidelines. Ensure housing policies are fair, transparent, consistent, and aligned with community values. Recommend policy amendments to leadership as required. Monitor compliance with applicable legislation, building standards, funding requirements, and organizational policies. Develop frameworks and processes for housing allocation, maintenance, inspections, and tenancy management. Housing Allocation and Tenant Services - 15% Administer housing application, assessment, and allocation processes. Ensure housing allocations are conducted fairly, consistently, and in accordance with approved policies. Review housing applications and make recommendations based on established criteria. Address tenant concerns, disputes, and housing-related complaints. Coordinate occupancy agreements, housing inspections, and compliance monitoring. Maintain accurate records regarding housing inventory, occupancy, and waiting lists. Team Leadership & Supervision - 10% Hire, onboard, and train team members. Set clear performance expectations and goals. Conduct regular check-ins, coaching sessions, and annual performance evaluations. Address employee relations issues and resolve conflicts. Foster a positive and inclusive work environment. Delegate responsibilities effectively. Promote a culture of professionalism, collaboration, accountability, and psychological safety where employees feel respected and valued. Financial Management - 5% Develop and manage project and departmental budgets. Monitor expenses and control costs. Approve expenditures within authority limits. Analyze financial reports and identify variances. Ensure department meets financial targets. Performance Management - 5% Track productivity and quality standards. Implement corrective actions when goals are not met. Recognize and reward high performance. Ensure accountability at all levels. Other Duties - 5% Perform other duties as directed by the Executive Director of Operations. Qualifications and Experience/Skills: Undergraduate degree in Business Administration, Public Administration, Planning, Community Development, Housing Management, Construction Management, or a related field. An equivalent combination of education and experience will be considered. Minimum 5 years experience of progressive experience in housing administration, property management, community development, construction management, or a related field with 3-5 years of supervisory or management experience. Experience working with Indigenous communities is considered a strong asset. Strong leadership and team management skills. Knowledge of housing programs, housing administration, and asset management. Knowledge of Indigenous housing issues and community development principles. Ability to manage multiple complex projects simultaneously. Ability to interpret legislation, policies, funding agreements and complete final reports. Proficiency with project management tools and Microsoft Office applications. Conflict resolution and negotiation skills. Strong organizational and problem-solving abilities. Strong verbal and written communication skills. Decision-making under pressure. Must possess and maintain a valid drivers license with access to reliable transportation. Criminal Record Check is required.
Working Conditions Monday to Friday 8:00am to 4:00pm (35 hours per week) with one-hour unpaid lunch and two fifteen-minute paid breaks.
