The Acquisition Coordination Lead, Supplies & Services is responsible for planning, sourcing, and general administration of all small, medium, and large, routine to complex supply and service contracts in accordance with public procurement established policies and procedures that govern the University. This Lead performs all contract acquisition tasks as assigned, but not limited to, planning, bidder prequalification, development and maintaining prequalified bidder lists, development of detailed bid solicitation packages, coordination of bid analysis (technical & commercial), supplier negotiations prior to award, administration of the day to day contract obligations after award, and managing and minimizing any change management of all the service and construction type contracts.

The Acquisition Coordination Lead reports directly to the Operational Excellence Manager and is a member of the Operational Excellence Quality Management team. They have direct reports and the position is highly collaborative with Procurement and Contract Management (PCM) and Trades Infrastructure & Maintenance (TIM) leaders.

Operating one of the largest campus district energy systems in North America, the utilities team plays a vital role in maintaining and advancing the infrastructure that serves over 70,000 people daily. Their efforts ensure efficient and sustainable energy services across the campus and greater campus area.

Acquisition Planning and Coordination

  • End-to-End Procurement Management: Develops detailed contract and supply acquisition plans in alignment with public procurement guidelines; manages the full bidding lifecycle from scoping and bid evaluation to final selection and contract closeout.
  • Vendor & Stakeholder Relations: Serves as the primary TIM representative to manage preferred supplier agreements, coordinate cross-functional scope alignment, and resolve vendor requests for information (RFIs) and contract clarifications.
  • Financial & Data Administration: Executes order entries within the UofA PCM SupplyNet system, tracks purchase order/contractor deliverables, manages change orders, and reviews milestone invoices to authorize payments against budgets.

Acquisition Reporting & Data Compiling

  • Tender & Compliance Documentation: Assembles, verifies, and maintains formal invitations to tender and comprehensive bidding packages on a per-project or work-order basis.
  • Award Justification & Governance: Compiles and presents formal award request packages and bid tabulations to Procurement and Contract Management (PCM) to justify and execute final contracts.
  • Performance Reporting & Analytics: Tracks and reports annual statistics on material supply, contractor performance evaluations, and equitable hiring practices to support continuous compliance and fair sourcing.

Miscellaneous Acquisition Activities

  • Process Improvement & Strategy: Leads the development of annual maintenance agreements and TIM business process flows, proactively recommending workflow improvements to optimize efficiency.

  • Market Outreach & Network Growth: Actively builds the vendor pipeline through networking and cold calling to spark supplier and contractor interest in working with the university.

  • Safety & Systems Support: Participates in contractor safety breach investigations, uploads operational documents into the CMMS system, and stays current with emerging contractor and inventory management technologies.

  • Bachelor's degree in a related supply chain management program with the preferred being a certified Certified Public Procurement Buyer (CPPB).

  • 5 years' experience in a mid level intermediate contract administration role, ideally in a commercial maintenance and construction environment.

  • 5 years' experience in a material acquisition type role, ideally in a commercial maintenance and construction environment.

  • Extensive experience in commercial material and contract acquisition within a regulated public procurement environment, including proponent selection, qualification, and auditing.

  • Thorough working knowledge of material and contract administration, specifically within a multi-trade, commercial construction environment.

  • Proven track record in supplier performance coordination, contract reporting, and utilizing critical thinking to resolve complex contractual issues in a timely manner.

  • Exceptional verbal and written communication skills with demonstrated ability to write proposals, deliver presentations, and effectively negotiate contractual agreements.

  • Strong organizational skills and attention to detail, with a collaborative mindset for cross-functional teamwork and proficiency in Google Suite and relevant industry applications.
