Reporting to the Materials and Transportation Services Department, the Procurement Analyst plays a key role in the strategic management of acquisition activities. This position combines analysis, coordination, and regulatory compliance, with a strong focus on public tender management and process optimization within a structured public-sector environment.
Key Responsibilities:
- Manage public tender processes for various services (construction, maintenance, professional services, etc.).
- Analyze bids, assess compliance, and formulate award recommendations.
- Draft, coordinate, and ensure the quality of contractual documents and official publications.
- Advise internal stakeholders on procurement strategies and best practices.
- Administer contracts and ensure thorough follow-up.
- Collaborate with government bodies and external partners.
- Identify opportunities for process optimization and recommend improvements.
- Maintain professional relationships with suppliers.
- Perform financial analyses and support decision-making.
- Prepare documentation required for decision-making authorities.
- Perform any other related tasks.

Requirements:
- University degree in a relevant field (procurement, administration, management, or related discipline).
- Experience in procurement within a structured environment, ideally in the public or parapublic sector.
- Hands-on experience managing public tenders (not limited to purchase order processing).
- Strong understanding of public procurement laws, regulations, and processes.
- Strong analytical skills with the ability to recommend optimization strategies.
- Excellent organizational skills and ability to manage multiple files simultaneously.
- Strong interpersonal skills and collaborative mindset.
- Strong internal client orientation and ability to influence stakeholders.
- Bilingualism required, with excellent proficiency in French (spoken and written).
- Knowledge of tools such as Excel and administrative systems (an asset).
Salary: Based on experience, up to $98,985 per year
