ABOUT THE DEPARTMENT: The Regional Municipality of Wood Buffalo (RMWB) is seeking a passionate and driven professional to join our Corporate Services Department —a cornerstone of our municipal operations. GENERAL DESCRIPTION: Under limited supervision, the Grants Administrator ensures that opportunities for receiving grant and other funding opportunities are maximized, while ensuring compliance is maintained with the conditions of each funding source. The incumbent will apply for grants, record journal entries, analyze and reconcile accounts, and prepare progress reports for grant-funded projects. RESPONSIBILITIES:
Continually research and secure grant opportunities, to maximize municipal non-tax revenue through the identification of potential federal, provincial, and non-government grant opportunities. Identify available grant funding for the Municipality to enable the use of many funding sources for budget purposes. Network with internal departments and external stakeholders to identify and maximize grant opportunities. Communicate relevant grant information to respective departments through collaboration and reporting. Develop, monitor, and maintain the grant implementation and reporting process. Ensure the internal and external reporting process is maintained as per the identified requirements. Collaborate with program and project managers to ensure that grant timelines are adhered to, ensuring timely reporting and continuation of grant funding. Prepare journal entries and reconciliations to maintain accuracy of internal financial reports, year-end financial statements, and financial reports required by grant providers. Analyze, reconcile, and maintain reserve account information and produce required reporting. Analyze and maintain levies and developer fees, fund information and produce required reporting. Collaborate in the budget process regarding revenue opportunities to reduce tax revenue funding requirements. Provide quarterly reporting of grant revenue received and not received. Perform other related duties as required.
QUALIFICATIONS KNOWLEDGE, SKILLS, AND ABILITIES:
Extensive knowledge of financial, budget and funding processes. Ability to accurately record grant revenue, deferred revenue, and grants receivable in accordance with Public Sector Accounting Standards. Ability to exercise a high degree of discretion and maintain confidentiality of all documents and information. Ability to research, interpret and administer federal, provincial, municipal, and external grant programs. Excellent verbal and written communication, interpersonal, and customer service skills are required. Ability to work independently conducting research, applying analytical techniques, and understanding funding guidelines and technical information related to a variety of municipal departments. Ability to manage and organize a high volume of data from numerous sources to develop customized reporting for executive. Ability to maintain a high degree of accuracy, and to coordinate and prioritize tasks to meet deadlines and objectives. Advanced Microsoft Excel skills and strong proficiency in SAP. Advanced research, communication, and accounting skills.
EDUCATION AND EXPERIENCE:
Degree in Business Administration specializing in accounting or finance, combined with two (2) years of accounting experience in a computerized environment is required.
OR
Diploma in Business Administration specializing in accounting or finance, combined with four (4) years of accounting experience in a computerized environment.
OTHER REQUIREMENTS:
Demonstrated research experience and a proficient understanding of accounting standards and knowledge is required. Previous experience in grant administration is considered an asset. Submission of a criminal record check.
